Major NSW Licensing Change (1 Feb 2026): List B Drivers Must Pass Knowledge + Driving Tests
Transport for NSW has confirmed updates to the Recognised Country Scheme and Experienced Driver Recognition are now live from 1 February 2026.
Transport for NSW has advised that the previously announced changes to the Recognised Country Scheme and Experienced Driver Recognition are now in effect.
This Austroads policy change is designed to strengthen licence assessment criteria, provide greater clarity regarding mandatory requirements, and reinforce a Safe System approach across Australian roads.
Key change (effective 1 Feb 2026)
From 1 February 2026, Experienced Driver Recognition has ceased in NSW for individuals previously captured under List B.
List B jurisdictions affected
The following countries/jurisdictions are included:
- Bulgaria
- Cyprus
- Czech Republic
- Estonia
- Hong Kong (SAR) – for licences held for at least 12 months
- Hungary
- Latvia
- Lithuania
- Poland
- Republic of Serbia
- Romania
- Slovakia
- Slovenia
- South Africa
- South Korea (Republic of Korea)
- Taiwan
What does this mean in practice?
From 1 February 2026, drivers from recognised countries and jurisdictions in List B must now complete:
- Driver/Rider Knowledge Test
- Rider/Driving Test
This change may increase demand for test preparation support, structured coaching for driving test readiness, and instruction aligned with NSW Safe System expectations.
Compliance reminder for temporary visa holders
Transport for NSW also noted that penalties may apply to a temporary visa holder who has resided in NSW for a continuous period of six months or more and continues to drive on their overseas licence. They may be considered to be driving a vehicle unlicensed.
What instructors should do now
If you are a driving instructor (or training to become one), consider updating your onboarding scripts and messaging to reflect this change, and preparing structured programs for overseas drivers who now need:
- Knowledge Test preparation
- Driving Test readiness (including coaching to NSW assessment expectations)
- Road safety and Safe System-aligned driving behaviours
